PLYMOUTH — Washington County Commissioner Chairman John Spruill used last week’s public hearing on the proposed FY2026-27 budget to deliver a blunt assessment of the county’s financial trajectory, warning that a decade of tax rate stability has come at the cost of nearly $5 million in reserve funds — and that the margin for error is nearly gone.
