ELIZABETH CITY — A Columbia man with a criminal history in Washington County is being held without bond following his most recent reported crime — this time in Pasquotank County.
Daquan Shevonte Spencer, 33, was jailed at Albemarle District Jail on August 2 following a traffic stop in Elizabeth City, after Pasquotank County deputies spotted a vehicle they knew was registered to someone with no valid operator's license.
