RALEIGH — Summer for many people means spending time with friends and family on the water boating, swimming, fishing or just being outdoors. Operation Dry Water is a national campaign developed through the National Associa tion of State Boating Law Ad ministrators (NASBLA) and the U.S. Coast Guard to reduce impaired boating incidents year round. The campaign includes heightened enforcement on the water during the busy July 4 holiday.
