COLUMBIA — A disputed water bill sparked the tensest exchange of an otherwise light Columbia Board of Aldermen meeting Tuesday night, even as the board moved quick ly through routine business, approving contracts for the town’s boardwalk project and hearing an update on the renaming of a local bridge.
